The Health Insurance Marketplace is gearing up for the third open enrollment period beginning November 1, 2015 and ending on January 31, 2016. Are you ready? Would you like some help?
Through the Health Insurance Marketplace (Marketplace) you will be able to apply, compare options and find out if you are income eligible for assistance to lower premiums and reduce out-of-pocket cost – similar to last year. There are some changes; three of the five plans will provide coverage to all 26 hospitals in the State of NH and several plans will also offer some degree of multi-state coverage.
The Health Insurance Marketplace will continue to offer premium tax credits to help reduce the monthly insurance premiums. The amount of the credit is calculated based on your income and household size. The credit can either be applied to reduce your monthly premium or received when you file your income tax return. It is your choice! Additionally, your income level and household size may also qualify you for cost sharing reductions in out-of-pocket expenses like co-payments, deductibles and co-insurance. It is important to keep your income and family size updated in the Marketplace to ensure you are receiving all the cost-saving measures you are entitled to.
The ACA resulted in the formation of the New Hampshire Health Protection Program, (NHHPP). NHHPP contracts with several insurance companies providing health care insurance to approximately 50,000 families and individuals in New Hampshire who, prior to the ACA, were not eligible or couldn’t afford insurance. By using Healthcare.gov or nheasy.nh.gov, you can easily find out if you are eligible for reduced-cost or free insurance through this program, thus keeping your health insurance as affordable as possible. If you are already enrolled in the NHHPP, as of December 31, 2015 you will also participate in the Premium Assistance Program unless you are Medically Frail or receive health insurance through your employer and already participate in the Health Insurance Premium Program (HIPP). Enrollment will begin on November 1, 2015. Coverage will begin January 1, 2016.
Whether you are new to the Marketplace or re-enrolling go to Healthcare.gov; the insurance carriers will continue to have Bronze, Silver, Gold and Platinum plans for you to compare, but remember only Silver plans will reflect any income eligible savings in the form of premium and cost sharing reductions. Changes to income and family size need to be reported through the Marketplace and can affect cost by causing adjustments to cost sharing reductions and/or advance premium tax credits, both in the premiums you pay as well as your overall out-of-pocket cost which is why it is important to review your options each year After you’ve reviewed your options, you may decide to keep your current plan and if you’ve had no income or household size changes, you don’t need to do anything else and your current insurance company and the Marketplace will send you renewal information around Nov. 1st.
Get a head start by updating or creating an account on Healthcare.gov now, then the only thing left to do during open enrollment (November 1st, 2015 – January 31st, 2016) will be to select a plan.

Get connected, ask questions, and then make an informed choice, it is really that easy! Let health insurance and the security it provides be the gift you give yourself and your family; have a safe, happy and healthy holiday season!
Health insurance is a contract between you and an insurance company to pay for part of your medical costs when you get sick or hurt. It also includes free preventive care such as vaccines and check-ups, which are part of your “health maintenance.” Health maintenance includes visits with your primary health care provider to discuss health habits, family history, as well as any questions or concerns you may have. It includes screening tests such as pap smears, mammograms, cholesterol testing, colon cancer screening, which can help with early detection.
During your office visits remember to write down instructions from your provider, healthy living tips and schedule any follow-up visits required. Fill your prescriptions when they are due so you don’t run out.
Choosing your health care provider is important when planning your health care needs. It is a good idea to ask questions and research a provider to find one that best suits you and your requirements. Make sure you feel comfortable working with them over time. Think of things that will be important to make you feel comfortable when you are choosing a provider. Remember that it is okay for you to find another provider if the one you have chosen does not seem to be a good fit for you. Your insurance will have a provider directory that will list all providers accepting your plan.
Understanding your health coverage and benefits is important. Terms such as co-payments, co-insurance, deductible amounts and out of pocket expenses can be confusing. Someone at your health plan will be able to explain these terms and how they apply to your policy. The information on your card includes a phone number so you can call to ask questions when you are in need of assistance. You should know how much it is going to cost you to visit your doctor if you get sick or hurt, as well as how much it will cost you if you have to go to an Emergency Room. Always have your insurance card available. Remember to keep your card in a secure and safe place.
It is important to know when you should visit your primary care physician and when you should visit the Urgent Care or Emergency Room. You should make appointments with your primary care provider when you are sick or hurt and only visit an Urgent Care or Emergency Room when you are very sick or have a life-threatening situation. It could cost you more money out of pocket to visit an Emergency Room than it would to go to your normal provider. You may end up waiting for a longer time in an Emergency Room and the provider you see may not know you. Your primary care provider has access to your full medical record and will be able to help you long-term.
For most people, the last day to enroll in a 2015 Marketplace plan was February 15, 2015. But in some cases you may still be able to get coverage this year. If you have certain life changes – like having a baby, getting married or losing health coverage, you may qualify for a Special Enrollment Period. If you do, you can enroll in a Marketplace plan outside the annual Open Enrollment period. Also, members of a federally recognized Indian tribe and Alaska native shareholders can sign up or change plans once per month throughout the year.
You may be able to enroll in coverage through Medicaid and the Children’s Health Insurance Program (CHIP). These programs provide free or low-cost health coverage. You can apply any time during the year, and if you qualify you can enroll immediately.
There has been an additional Special Enrollment Period for individuals and families who did not have health coverage in 2014 and are subject to paying a fee or “shared responsibility payment” when they file their 2014 taxes. This special enrollment period will allow those individuals and families who were unaware or didn’t understand that there would be a fee if they didn’t have insurance for 2014. These individuals or families will be able to purchase health insurance coverage from March 15 through April 30. If they do not purchase coverage for 2015 during this special enrollment period, they may have to pay a fee when they file their 2015 income taxes next year. In order to qualify for this Special Enrollment Period, they must attest that when they filed their 2014 tax return they paid the fee for not having health coverage, and that they first became aware of the fee after February 15, 2015, in connection with preparing and filing their 2014 taxes.

However, there are some major changes to the Health Insurance Marketplace that have resulted in a more competitive arena and, ultimately, more choices for the consumer. First, there will be five different insurance carriers for the year 2015. Second, 2015 will bring sixty-one plans to choose from. This year, many members of the community found their hospital “out-of-network;” in 2015, all twenty-six of New Hampshire’s hospitals will be covered by at least two of the plans.
All 2014 Marketplace plans will come up for renewal in 2015. You may find that there is a plan better suited to meet your needs in this year’s Marketplace, regardless of whether or not you feel satisfied with your current plan. Before you renew your plan, go to Healthcare.gov and explore the many options available to you; the new insurance carriers will have Bronze, Silver and Gold plans for you to compare. If after perusing you decide to keep your current plan and have had no income or household size changes, you may not need to do anything additional! Your insurance company will send you renewal information specific to your personal account. If you have had a change in circumstance, you will need to report that to the Marketplace to see if your change will affect costs and deductions.

Visit the websites, explore their layouts and highlighted links – there is a wealth of information and tools that will better prepare you to make educated decisions.
